Project “New Life”

A unique program and opportunity for eligible young adults in Manchester, New Hampshire, to gain dynamic employability skills and work experience while being paid for nine weeks of summer 2009

  • Workforce Training Resources, LLC (WTR)
    • WTR is a Manchester based partnership that focuses on workforce training with the mission “to inspire individuals to attain career and entrepreneurial success, providing the resources, partnerships and opportunities for excellence in the acquisition of knowledge, essential skills and the values demanded of the 21st Century workforce.” An Approved Training Provider of the New Hampshire Workforce Opportunity Council, a licensed Career School by the New Hampshire Post Secondary Education Commission, WTR’s executives and three partners have over 30 years of experience in the workforce development and training of young adults. Managing Partner and CEO Patrick van Rooyen was a national award winning Center Director of USDOL Job Corps Centers from 2000-2006, training some 1,000 challenged young adults in over 36 trade and academic areas - and creating the model for WTR’s immersion, intensive workforce training programs in New Hampshire. These WTR programs have expanded to over ten different programs assisting youth, refugees, new immigrants, the unemployed, vocational rehabilitation clients and veterans. WTR has received training grants of $100,000 in 2007 from the State of New Hampshire for development of new programs and recently received USDOL grants of a further $120,000 for new program development.

      • Education Training Resources (ETR), a key partner company to WTR is a $35+ million company having over 20 years of experience in both offering training services under WIA to youth and currently successfully operate two Job Corps Centers, including the Turner Job Corps Center, one of the largest in the nation. Since its inception, ETR has maintained a singular and very focused Company Mission, “to provide programs and services to economically disadvantaged youth and adults who have multiple barriers to employment.” In its 18 years of service to local, state, and federal workforce development partners, all under the auspices of the Workforce Investment Act, Job Training Partnership Act, Welfare-to-Work, School-to-Work and within its thirteen (13) years of experience in the management and operation of Job Corps centers, ETR has never veered from this mission statement. Today, ETR is an experienced service provider to multiple Workforce Investment Boards and serves as a prime contractor to the U. S. Department of Labor for the management and operation of Job Corps Career Academies. ETR is currently operating a Summer Youth Employment Program that serves 240 WIA eligible youth.
  • Both companies will contribute highly experienced key resources and with their parent organizations currently manage over $35 million in federal government contracts including a wide range of workforce training programs, administer over 1,400 staff and conduct operations in four state jurisdictions.

    A dedicated Project Director with many years experience in working with youth and administration and accounting as well as a team of dedicated counselors will provide the daily leadership for the project. Training facilities include a state-of-the-art Technology Based Learning Center, with additional computer labs and access to web based learning platforms.

The strongest aspect of the New Life Summer Program is in its partnerships. The grant applicant, employer of record and coordinator of this projects marshals resources that currently successfully manage and operate over $35 million in USDOL contracts, some 1,400 staff and train thousands of youth annually. Project New Life is a collaboration between OYS, Making’ It Happen Coalition, New Hampshire TeamBuilding the Manchester Boys and Girls Club, the Salvation Army, the Greater Manchester Chapter of the American Red Cross, the, Manchester City Parks and Recreation, SkillsUSA, Manchester Housing and Redevelopment Authority, Intelitek Inc, and the grant applicant Workforce Training Resources with Education Training Resources.

The grant partnership seeks to successfully attain the objectives of the grant, building for our 45 Manchester participants a “New Life” and creating a youth summer program model for New Hampshire communities.
