An Initiative of the Grant Partners

  • Workforce Training Resources, LLC (WTR)
  • In partnership with:
    • City of Manchester
      • Key grant partner, the Manchester City Office of Youth Services (OYS) is responsible for leadership of programs designed to keep Manchester’s youth out of the judicial system and a long history of youth services and program management. OYS provides services annually to hundreds of Manchester youth and remains the most comprehensive organization of its type in the State.
    • Office of Youth Services (OYS)
      • The Office of Youth Services (OYS) was established in 1971 as a court diversion. Its role has expanded considerably in 33 years of service to local youth. OYS serves more than 3,000 youth and families every year. Besides providing a Court Diversion Program, OYS also provides other services for the City of Manchester. OYS manages the City’s Employee Assistance Program. OYS, in a partnership with the City of Manchester Fire Department, manages the FireSafe Intervention Program. FireSafe provides education to youth that light fires. One other program of note is the YES program. The acronym Y.E.S. stands for Youth Educational Shoplifting Program. This program has been proven to statistically reduce recidivism of shoplifting among adjudicated juvenile offenders. Finally, OYS provides a 24-hour Alcohol and Drug Abuse information and referral line. Finally, the Wrap for Youth Resiliency Project (WYR) serves more than 200 youth from Manchester middle and high schools annually while coordinating services between the Manchester Police Department, the Manchester School District, the State’s Division of Juvenile Justice Services and Division of Children Youth and Families. By coordinating services between these key stakeholders and the strong community partners like the Mental Health Center of Greater Manchester, OYS’ WYR Project has reduced the number of youth going to court in Manchester by more than 45% over the last five years. OYS is mission driven to do ‘whatever it takes’ to defend public safety while working with youth and families to avoid incarceration or formal engagement by the juvenile justice system.
